Integrity is at the heart of FISU’s mission to promote fair, safe, and values-based university sport worldwide. As part of its ongoing commitment to good governance and the protection of athletes and stakeholders, FISU is strengthening its integrity framework through the revision of its Anti-Doping Policy and Code of Ethics, alongside the introduction of a new Safeguarding Policy. These measures aim at further reinforcing the standards of ethical conduct, clean sport, and participant welfare across the global university sport movement.
Anti-Doping
The FISU anti-doping programme seeks to protect the athletes’ health and maintain the integrity of sport in terms of respect for rules and the level playing field in any event organised by FISU.
The FISU anti-doping efforts and activities rely on detection methods, such as testing (see resource 1) and investigations, deterrence and enforcement, through ensuring that robust rules and sanctions are in place for (potential) dopers, and education, to raise awareness and develop decision-making capability to prevent intentional and unintentional anti-doping rule violations.
FISU is signatory to the World Anti-Doping Code (WADC), that is, the core document that harmonises anti-doping policies, rules and regulations within sport organisations and among public authorities around the world.
FISU Anti-Doping Rules (see resource 2) are adopted and implemented in accordance with FISU’s responsibilities under the WADC, and in furtherance of FISU’s continuing efforts to prevent doping in sport.
Following the entry into force of the revised World Anti-Doping Code, FISU has updated its Anti-Doping Rules to ensure continued compliance. The new Rules are available on the resources section below, and will enter into force from 1st January 2027.
Code of Ethics
FISU is committed to promoting ethical standards across the global university sport movement.
The FISU Code of Ethics establishes the fundamental values and standards of conduct expected of all those involved in FISU activities – notably members of its governing bodies and committees, staff, officials, student-athletes, and affiliated organisations. It provides a framework for ethical, transparent, accountable, and professional behaviour.

Safeguarding
FISU is committed to fostering a safe, respectful, inclusive, and supportive environment for everyone involved in FISU events. The well-being, dignity, and rights of all participants are at the heart of our activities, and we maintain a zero-tolerance approach to any form of harassment, abuse, exploitation, discrimination, retaliation, or misconduct.
We believe that every athlete, official, volunteer, staff member, and stakeholder has the right to participate in an environment free from harm, including physical abuse, psychological abuse, sexual misconduct, abuse of power, neglect, and online abuse.
During FISU events, any conduct that compromises the safety, welfare, or dignity of others is strictly prohibited and constitutes a breach of FISU’s safeguarding standards.
Through education, reporting mechanisms, and appropriate response procedures, FISU works to ensure that safeguarding remains a shared responsibility and a fundamental principle of all our events, programmes, and operations. Together, we can create an environment where everyone can participate, perform, and thrive safely.
