Signing the agreement to stage a Sports Science Conference during the 2011 Winter Universiade
At the second day of the FISU Executive Committee meeting in Erzurum, Turkey, host city of the 2011 Winter Universiade, the different future Universiade Organizers presented their progress report whereas Belgrade presented its final report.
Kemal Tamer & Alison OdellHowever, the meeting started with the presentation of the findings of the working group regarding the management and development of the Universiade sports. The findings were brought by Alison Odell and Kemal Tamer, key members of this working group. The purpose of the project was to develop a framework and associated criteria for the definition of the range and scale of sports in the Summer and Winter Universiades, and to assure the management and development thereof within the business need and resources of FISU. The working group presented a proposal for the application for approval and inclusion of new sports, and the removal of sports from the Universiades. In reviewing and assessing the data available around the Universiades over more than ten years, the working group has been mindful of a number of issues which it is recommended the EC takes into account in planning for future Universiades, i.e. affordability, sustainability, partnership and business planning. In setting out its recommendations, the working group has tried to deliver a policy framework which will be supportive of all these factors, whilst allowing for and acknowledging the requirement for responsiveness to its members and their needs.
Maribor Progress Report2013 WU Maribor, SLO
The Maribor OC presented its first progress report. At this stage the OC is constructing and renovating some sport facilities, various projects are already finished. One of those finished projects is the construction of an additional slope called Psiker with a six-chair lift. The newly approved plan includes a new ice arena, which will be built next year. A new gondola system has been constructed as well, a new eight-passenger lift with a 2,400 passenger per hour capacity which will replace the old one by the end of December of this year. Heavy investments have been made in accommodation infrastructure to provide modern accommodation for the Universiade participants.
CSU & CTI Report2011 WU Erzurum, TUR
Kairis Ulp, CSU Chair for the WU presented the CSU report of its last visit d.d. October 5th to 7th, 2009. The CSU noted a tremendous progress of the construction of the venues. Especially the four ice rinks are well under way. Also the construction of the new dormitories on Atatürk University Campus, which will serve as the Athletes’ Village, is also in good progress. Vice-Chair Leonz Eder concluded mentioning the excellent political support for the 2011 WU. A meeting with Mr. Faruk Nafiz Özak, the Minister of Youth and Sports of Turkey and the nomination of the General Coordinator gave additional guarantees to the CSU that the 2011 WU is well on track. Therefore, the CSU is very much satisfied with the progress of all the works. Director for the WU Milan Augustin, presented the CTI report. The EC approved the proposal of the competition program for the Games and the logo and mascot.
Erzurum Progress ReportThe Erzurum OC showed a video film with the progress of the venue constructions and statements of the political authorities. This film will shortly be published on the FISU TV website at www.fisu.tv. ‘We are holding our promises and are involved as a whole country making important investments for the Winter Universiade’, Mr. Yunus Akgun, General Director of Youth and Sports said. We will continue our preparations and are confident to be ready in time for the Games.’ FISU 1st Vice President Gallien also signed the agreement with Mr. Hikmet Koçak, Rector of Atatürk University, Bekir Korkmaz, General Coordinator of the WU and Kemal Tamer, President of the Turkish University Sport Federation to organize a Sport Science Conference during the WU. The dates of the Conference will be January 24th to 27th, 2011.
CTI Final Report Belgrade2009 SU Belgrade, SRB
Marc Vandenplas, Director of the Summer Universiade presented a provisional final report with a number of general considerations and phrased a number of recommendations to improve our future events. CTI Chair Stavros Douvis reported on the CTI activities of the 2009 SU Belgrade. Although 8,166 participants was not a participation record, but it was the highest number of participants when 15 sports were involved so far.
CIC Chair Omar Al-HaiCIC Chair Omar Al-Hai also gave an update of the work done by the International Control Committee during the Belgrade Universiade.
Zoran Jovanovic, General Director of the 2009 SU presented the final report of the Belgrade Games. Although the OC of UB2009 had to overcome a great number of obstacles, such as the economic crisis which imposed budget cuts that resulted in cutting the optional sports, the swine flu, the flooding of some venues due to the bad weather and then there was also a fire in the Village. Nevertheless, the OC was carefully prepared to tackle all problems leaving no room for unpleasant surprises. 15 sports, 8 host cities, over 500,000 viewers, 750 accredited journalists, 242 full time and 1,214 part time staff; 8,573 volunteers and 8,166 participants made it a successful Universiade.
Belgrade Final Report
The most memorable event for the hosts was the basketball final between Serbia and Russia – won by the hosts – in front of a sell-out crowd in the Belgrade Arena, whereas the athletic track is considered as one of great legacies of the Universiade as well as all the furniture of the Athletes’ Village which has been dispersed to student campuses all over Serbia. The presentation ended with a final video of the event commented by PR Director Tamara Kostro.
2011 SU Shenzhen, CHN
SU Director Marc Vandenplas gave an update of the overall situation. FISU organized a seminar in Shenzhen. The purpose of the Seminar was to give to all the OC Staff a general but quite detailed overview of all necessary information to be known about the organization of the Universiade. The audience was very receptive and all the questions asked at the end of every presentation have shown the utility of the seminar. CTI Chair Mr. Douvis gave an update of the sport infrastructure. The 13 compulsory and 11 optional sports will result in 280 competition events!
The Shenzhen Progress ReportMr. Huang Guoqiang, First Deputy Director-General from the Shenzhen OC presented the progress report for the 2011 SU. At the 5th Plenary Session of the Executive Board on October 10th, a number of matters were approved, i.e. the design of the functional zones of the Universiade Village, Construction Plan of the Universiade Venue Team, Plan for Medical and Health Work, Work Plan for Universiade Communications and Information System and the General Plan for Universiade Security Steering Group. Up to now, the construction of all the 22 new planned venues has been launched, whereas 13 venues have their main structure construction finished. The engineering and steel structure of the Main stadium, the gymnasium and the natatorium have been completed. The OC has established the Sports Department in June 2009. A draft of the General Schedule of Events of the SU has been set up. Next steps will be defining the final event set-up plan, to improve the competition schedule and to discuss with the CT of each sport in order to define the preparations for the competition of each sport to lay a solid foundation for the next preparatory work.
Kazan Progress Report2013 SU Kazan, RUS
Marc Vandenplas gave the general update of the Kazan preparations and venues visits, recalling his meeting a couple of weeks ago where he met the Minister of Sports. The OC proposes 12 optional sports, i.e. badminton, beach volleyball, belt wrestling, boxing, chess, field hockey, rowing and kayak, rugby 7, sambo, shooting, synchronized swimming and weightlifting, which were accepted by the FISU EC.
Marat Bariev, Minister of Youth Affairs, Sports and Tourism of the Republic of Tatarstan presented the 2nd progress report of the Kazan OC. The preparation of the 2013 SU is going on according to plan. Four new sport venues for the Universiade were completed, i.e. the Shooting Complex, the Wrestling Palace, Tennis Academy and the multi-sport hall Zillant. In the meanwhile the construction of 26 venues and the Universiade Village is under way. Kazan adopts the Belgrade experience for the 2013 Universiade Village construction and hired the Mayor of the Belgrade Athletes’ Village. The development of the volunteer program is also continued: 150 volunteers have got invaluable work experience in Belgrade and successfully use it during the events in Kazan and share it with others. Executive Director Vladimir Leonov reported the on the multitude of presentations to promote the Kazan Universiade around the world. A special website for volunteers has been developed where candidate volunteers can find more information. The OC plans to involve 20,000 volunteers for the Games. Mr. Leonov also gave an overview of the new constructed venues.
