As the home of international University Sports, FISU has invested great effort into anti-doping efforts, which are an integral part of all our Winter and Summer Universiades and World University Championship events.

In 2004, FISU has become a signatory of the WADA Code reinforcing close collaboration with WADA to ensure a safe and clean environment to all student-athletes participating in the FISU sport events.

FISU strives to carry out all the anti-doping procedures and results management in compliance with the most recent WADA Code and International Standards for Testing, as outlined in the 2015 FISU Anti-Doping Rules. Moreover, FISU also respects the TDSSA (Technical Document for Sport Specific Analyses) performing the required number of specific analyses, namely for ESA, HGH and HGH releasing factors.

FISU is also committed to educational anti-doping activities raising the awareness of health and ethical aspects of doping. Anti-doping issues also appear as an important topic of the FISU Conferences, Forums and Seminars. In addition to anti-doping activities during the sport events, namely Universiades, jointly with WADA and the Gwangju Universiade Organising Committee, FISU has developed and published a freely accessible e-textbook to promote and support anti-doping education in universities all over the world.

FISU remains dedicated, in close collaboration with WADA, to keeping a clean and safe sports environment for its athletes.

Educating Future Sport Leaders to Protect Clean Sport

One of the most significant threats to sport today is the use of performance enhancing substances. Doping undermines sport’s core values, including fair play and sportspersonship. Education can effectively provide tools for individuals that help them make well informed ethical decisions. In order to prevent doping, we need to shape attitudes through multi-tiered education programs, which will allow us to preserve level playing fields, accurate assessments of human athletic achievement throughout history, and the positive ideals and health benefits participation in sport can bring. International sports organizations have the responsibility to conduct education programs if they wish to protect sport for future generations.


With shared educational goals such as enhancing the development and promotion of positive sport values across the globe – a partnership between the World Anti-Doping Agency and the International University Sports Federation presents an effective way to work toward achieving these objectives. In 2012, the Gwangju Universiade Organizing Committee, FISU, and WADA began a collaboration to develop an Anti-Doping eTextbook for undergraduate university students and assist with its integration into university curricula. This project was initiated as the importance of educating future athlete support personnel with both information and values became evident; WADA’s social science research illustrated the strong influence personnel can have on athletes’ values and decision-making skills. The research also highlights the importance of targeting and educating people at a younger age about the dangers of doping, so the inclusion of anti-doping topics in university curricula during formative years is a key part in the protection of clean sport. It is at this time that individuals are shaping their personal philosophy and the approach they will bring to their career; therefore, an understanding and consideration of these topics is essential.   


When athletes and their support personnel are informed about anti-doping practices and understand why they are in place, they are more likely to participate in and support the fight against doping. Coaches and other support personnel are often the first people athletes turn to with questions about anti-doping, but research shows most have low exposure to anti-doping education. This is one of the reasons WADA and FISU are working together to encourage universities to include content covered in the textbook in sport related diploma programs. University is an ideal time and place to inform individuals about the harmful effects of doping, so they can strengthen their commitment to protecting clean sport as they shape the playing field for the next generation.



Research also shows that athletes with a strong sense of their own moral identity and values are less likely to cheat and use doping substances in sport. Offering students the opportunity to examine the ethical arguments around performance enhancing substances and think critically about the consequences of their use is most effective if presented during the formative years of their careers. To protect clean sport, it is especially important that future sport leaders are aware of why doping is wrong, vulnerable periods for athletes and how to support them at these times, and the importance of creating supportive sport cultures that value personal development – where athletes can reach their full potential in a clean way.


The Anti-Doping eTextbook is a free downloadable resource, currently available in five languages which provides content covering these topics and issues. While text content is designed with first year students in mind, universities can adapt this and use supplementary materials provided to suit the needs of their specific sport related courses – from sport law or management to teaching physical education for example. The textbook is a resource that educators can easily use, in whole or in part, to incorporate anti-doping information and debate into their courses; it could also be used for student assignments along with a consideration of current, local case studies. Guidelines created by the Council of Europe to assist with implementing the textbook into university courses, slides for lectures, and supplementary reading lists are also provided on the eTextbook platform: www.antidopinglearninghub.org.


A successful pilot with nine universities on various continents implementing the Anti-Doping eTextbook demonstrated successful learning outcomes, including increased knowledge of anti-doping processes and students with more positive attitudes towards clean sport after completion of course work. Both of these are protective factors against doping. Lecturers indicated that the textbook and supporting materials were appropriate for first year students and reported that students were engaged and enjoyed the course work. Students who have pursued these studies may be more likely to speak out against doping and challenge cultures where cheating in this manner seems acceptable.


FISU and WADA are currently working together to expand implementation of the Anti-Doping eTextbook in universities across the globe. It is only by working together in education with partnerships like this that society can defend against the corruption and distortion of positive values that threatens sport today. It seems that parents approve of their children’s participation in athletic programs because of the values which characterize the spirit of sport such as: dedication, commitment, teamwork, health, excellence in performance, respect for rules, respect for self and others, courage, community and solidarity. The use of performance enhancing substances threatens not only athletes’ health and these values, but also the perception of sport itself and its benefits. It is time for all who cherish sport and what it brings to human lives to work together in education to preserve its spirit for future generations.
