FISU EC Meeting in Kazan – Day 2

KAZAN Today, July 1st, the FISU Executive Committee assembled for the second day. The morning session started with the progress reports of the upcoming Universiades.

 

2013 Summer Universiade Progress Report

The meeting started with the FISU report of the Kazan 2013 Summer Universiade, presented by Marc Vandenplas, Director Summer Universiade; Zhao Jing, Sports Manager and John Warnock, Technical Chair SU. Mr. Vandenplas stressed the importance of the comprehensive observer programme for future organisers that will take place in Kazan and also mentioned the hospitality programme which is already a success. Ms Zhao explained a pilot project on data capture will be launched during this Universiade, which will be a first for FISU. Purpose of this data capture project is to evaluate the actual usage of the vehicles, catering, accommodation, media venues etc. to provide proactive data for future hosts.

John Warnock elaborated on the FISU Support Command Centre, which will also be a first during this Universiade. The Support Command Centre will give more support to our technical delegates in the field and aid to manage problems that need quick solving. Its staff will directly communicate with the technical delegates. ‘The idea is to have more ‘soldiers’ in the fields’, Mr. Warnock explained. The SCC will be based in the FISU Family Hotel Korston and operational from 7 am to 11 pm with 10 staff members involved. At the same time the SCC will be monitored on a daily basis to assess its implementation during future events.

Then floor was given to Vice-President Leonz Eder who introduced the Protocol Team responsible for the Medal Ceremonies and explaining the mode of operation.

 

2013 Winter Universiade Progress Report

Next the floor was given to CSU Chair for the Winter Universiade Kairis Ulp and her team presenting the FISU report. Mrs Ulp was very much satisfied with the progress the OC had made in a short time.

Trentino delegates

Mrs. Ulp’s report was followed by the progress report of the Trentino Organising Committee. ‘Since our presentation at the previous EC meeting I can assure you that there is even more enthusiasm and professionalism in Trentino’, Sergio Anesi, President of the OC told the FISU Board. ‘More territories and people are involved in the OC and will be during the event. We also have a new HQ and we started new initiatives (Torch Relay, which will stat from Rome, Italian Olympic Committee is on board, we involved the Government).’ So far 53 nations have confirmed their intention to participate. At the moment the OC consists of 114 persons (with 27 youngsters in their first job), 5 local OCs are involved (about 800 persons), 200 students staff, 1,500 volunteers applied and 17 new projects were proposed. In the meanwhile, the operational plan for the WU was approved and the Universiade will be a zero emission event. The Committee and all its boddies are constituted and operating with the organisation chart ready for 95%.

 

2015 Winter Universiade Progress Report

Milan Augustin, Director Winter Universiade together with Roger Roth, Technical Chair WU gave an update of the situation in Granada. Then the floor was given to Aurelio Ureña, the CEO of the Organising Committee and his team. In terms of sports the OC outlined the provisional competition schedule, established the cooperation with the national and regional sport federations of the sports involved and with the companies specialized in the ice rinks installations. As for the Biathlon and Cross Country Skiing, the proposed project of organizing the competitions in Puerto de La Ragua was qualified as environmentally not viable. A solution for hosting these disciplines is in the making. At the end of March, Sierra Nevada hosted another Universiade Test Event, i.e. the World Cup Superfinals in Snowboarding and Freestyle. The Human Resources structure has increased in a significant way and the new Organisational Chart is a result of a close cooperation with national, regional and local institutions. ‘Taking in consideration our mission to promote the positive image of the Universiade and boosting Spain’s commitment to the University Sport Movement, but also the difficult economic times for our country, we commissioned a study of the economic impact of the event’, Mr. Ureña informed. ‘This study shows positive data on the employment stimulation and a positive balance between public and private investment.’ The OC furthermore successfully organized promotional events and mobilized the local businesses to participate in the sponsorship programme. Also the process of contracting a sponsorship managing agency through a public tender is in an advanced stage and the awarded company will be announced in a few weeks. The OC also revised the Master Plan and completed the Strategic Plan of the event, developing several projects related to the Universiade Legacy such as education and training or winter sport promotion.

 

2015 Summer Universiade Progress Report

Marc Vandenplas continued with the internal report of the Gwangju Universiade followed by an update by the OC delegates. Construction works have started for the new Swimming Centre and the new Gymnastic Centre that will host all the volleyball finals. The new venues will be completed by the end of December 2014. The OC encountered some difficulties with the proposed venues for rowing and shooting sport and therefore a change of the venues might be needed. The EC decided to postpone a decision to the next EC meeting in order to give the OC more time to work on a solution. A next inspection visit is planned early October, 2013.

The afternoon session started with the report of the FISU Treasurer Bayasgalan Danzandorj followed by the report of the Internal Auditor Adrian Gagea.

World University Championships

Next the floor was given to the WUC Chair Leonz Eder and WUC Director Paulo Ferreira with Vice-Chair Luciano Cabral and Sports Assistant Julien Buhajezuk. The WUC Department conducted a FISU Sports Survey and held a successful WUC Seminar in Brussels which was attended by 74 participants from 24 OCs with five continents represented. Julien Buhajezuk gave an update regarding the 2014 World University Championships: 1 in Africa, 2 in the Americas, 5 in Asia (with 3 more bidding candidates), 16 in Europe (with 1 more bidding candidate and so far none in Oceania although also currently one bidding candidate. The current bids were introduced by Paulo Ferreira.

After deliberation, the Executive Committee attributed the 6th WUC Boxing to Yakutsk (RUS), the 12th WUC Triathlon to Wellington (NZL), 8th WUC Squash to Chennai (IND), the 11th WUC Equestrian to Abu Dhabi (UAE) and the 5th WUC Shooting Sport in Al Ain (UAE), bringing the total amount to 29 WUCs in 2014.

Up to now only Archery has been attributed for 2016 to Mongolia. The 36 other disciplines are opened for candidatures until August 31st, 2013. The bids received will be evaluated by the Technical Delegates of the concerned disciplines in September 2013 and an evaluation committee will attend the presentations of all bidding committees from October 7 to 11, 2013. From the technical evaluations and presentations recommendations will be made to the FISU Executive Committee who will attribute all WUCs in November 2013.

Three new sports applied to be on the FISU sports programme, i.e. ski orienteering (IOF), fleet racing (ISAF) and sports climbing (IFSC).

IOF President Brian Porteous made a presentation about ski orienteering. The FISU board accepted the discipline.

Wolfgang Wabel, President of the European Council, European representative in the IFSC Executive Board made a presentation about Sport Climbing. The FISU Board accepted the sport on its programme.

The Board also decided to add Fleet Racing to the existing Match Racing and this WUC will in the future be referred to as WUC Sailing, which will include all sailing disciplines.

VP Luciano Cabral

Finally VP Luciano Cabral made a presentation on the University Beach Games in Florianopolis, Brazil, an interuniversity competition with beach volley, beach handball, beach soccer, beach rugby, triathlon, kite surf and surf since 2008. From the 2014 edition will be opened to international teams. The FISU Board accepted to give a FISU endorsement for the 2014 edition.

The next EC meeting will be held in November in Brussels.
