KAZAN – The code of conduct of sports fans was adopted on Friday, October 26th in Kazan during the plenary session of the 1st Forum of Sports Fans. The document contains a number of ethical norms and rules of behaviour for sports fans both inside and outside venues.
The 1st Forum of Sports Fans is organised by the Ministry of Youth Affairs, Sports and Tourism of the Republic of Tatarstan, Children and Youth Committee of the city of Kazan, Kazan National Research Technological University, Kazan 2013 Executive Directorate. The event was attended by Rafis Burganov, Minister of Youth Affairs, Sports and Tourism of the Republic of Tatarstan; Leyla Fazleeva, Vice Chairman of the Executive Committee of the city of Kazan; Sergey Mironov, Head of the Children and Youth Committee of the city of Kazan; Igor Sivov, Deputy Director General of the Kazan 2013 Executive Directorate; Alexander Volkov, Kazan 2013 Ambassador, gold medallist of the 30th Summer Olympic Games, representatives of various sports clubs of Tatarstan and sports fans, of course.
About 400 student leaders of fan movements participated in the three-day programme of the forum. Rafis Burganov in particular talked about the importance of ethics and acceptable behaviour for sporting fans.

“We are already used to the fact that Kazan is recognised as the Sports Capital of Russia,” the Minister said. According to him, it is conditioned by the fact that the capital of Tatarstan is a home for 12 teams of Russian sports’ first division and that in the nearest future Kazan will host a few global sporting events, including the 2013 Summer Universiade, 2015 FINA World Championships, FIFA Confederations Cup and matches of the 2018 FIFA World Cup. “Today’s meeting is held for a good reason. We must justify the status of the Sports Capital not only by victories of our teams but also by the positive and peaceful fan culture,” he emphasised. The forum, he said, must bring together groups of sports fans, which will serve as an example for the entire country.
For his part Igor Sivov reminded that athletes from every corner of the globe will gather for the Summer Universiade. In this regard he stressed the importance of giving fan support not only to the Russian national team but to foreign ones as well. According to him, local fans should support all athletes that will compete in Kazan. He also mentioned that conditions for a comfortable attendance at sporting events and athletes support will be created during the forthcoming Summer Universiade upon the initiative of the Kazan 2013 Executive Directorate. Igor Sivov said that the Games Directorate develops a programme of sports presentations. Cheerleader performances and fascinating interactive activities with spectators will add a special touch to matches and sporting events.
Airat Shamilov, Sports Editor of the Tatarstan-Novy Vek TV Channel, made a speech in front of the forum participants. He mentioned the vital role fans play in spreading the magic of competitions far and wide. “They are able to create a unique atmosphere at competition venues, it’s the atmosphere people love sports for,” said the journalist. Alexander Volkov, the famous volleyball player of Zenit Kazan VC, Olympic champion, Kazan 2013 Ambassador, fully agreed with Shamilov’s words. He said that fan support quite often contributes to athletes’ success.
The code of conduct of sports fans was adopted at the end of the meeting.
