MONACO – As a member of the permanent consultative committee (PCC) of the Intergovernmental Committee for Physical Education and Sport (CIGEPS) FISU attended the joint meeting of PCC with the CIGEPS held on 26 and 27 February, in Monaco. Kolë Gjeloshaj, director of Educational services represented FISU.

After the welcome words of the Prince Albert of Monaco who attend the first part of the meeting, the members of CIGEPS elected the representative of the Republic of South Africa, Geert C. Oosthuizen to succeed to the representative of Cuba, Mr Arnaldo Rivero Fuxa as chair of the Cigeps.

After the election, the member states of Cigeps and the members of the PPC reported on the activities of their countries or organisations for the implementation of the Declaration of Berlin, adopted by MINEPS V in 2013, and of the International Charter of Physical Education, Physical Activity and Sport.

FISU report underlined:

• the adoption by the UNESCO General Conference on the : “International Day of University Sport” to be celebrated on the 20 of September

• that the topics of the FISU educational events are in line with the Mineps V

• the involvement of FISU on gender issues programmes with the Council of Europe (indicator mainstreaming working group) or with the International Working Group on Women and Sport for their Conferences (Helsinki 2014 and Botswana 2018)

• Participation of FISU at the 1st United Nation Global Forum on Youth Policies in 2014 in Baku.

The second part of the meeting was largely devoted to the preparations of the Sixth International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VI), to be held in the Russian Federation in June 2017. Sergey Bubka, in its capacity of Champion for Sport of Unesco as he was designated in 2003, made a speech on the importance of the sport values giving some examples of its country Ukraine. He was followed by Lord Sebastian Coe, IAAF President who insist on values of sport in the context of the mage events such as the Olympic Games but also for the International Sports Federations.

During its Extraordinary Session in 2015, CIGEPS recommended that preparations be made for the organization of MINEPS VI, and that the latter should concentrate on the implementation and monitoring of the Declaration of Berlin, adopted by MINEPS V in 2013, and of the International Charter of Physical Education, Physical Activity and Sport.

Therefore this meeting focused on the preparations of MINEPS VI to clarify the scope of its three main themes:

• Development and commitment to the common framework for the follow-up of the Declaration of Berlin and of the International Charter of Physical Education, Physical Activity and Sport

• Resources and good practices for the implementation of the follow-up framework

• Approval of an international action plan to further support the implementation of the follow-up framework

FISU consider MINEPS VI as one of the legacies of the 2013 Summer Universiade as the city of Kazan was selected to host this important meeting from 14 to 16 June 2017.
