The UB2009 OC
The 2nd day of the Executive Committee meeting started with the report of the Supervision Committee for the 24th Winter Universiade chaired by Kairis Ulp. The 2nd official visit to Harbin took place 5 months prior to the 2009 WU, September 23rd to 28th, 2008, on the occasion of the advanced visit of the Heads of Delegation. The goals of the inspection visit were to finalize the preparations for the WU and help the OC to conduct the HoD visit; to get an overview of the preparations according to the Key Milestones Plan; to get an overview of the progress concerning the four key aspects and lists of requests and recommendations in the 1st CSU report, i.e. finishing the works with the infrastructure on time; acquiring of the technical know-how for running the competitions, the Global Management System, and preparations of the human resources and volunteer project and finally to check the readiness of the WU Villages, hotels and venues. One of the key-aspects of the success of the 2009 WU will be the technical organisation of the sports events, considering especially the fact that in many snow sports the WU will be the first major international event held in China. The OC has invested a lot of money, time and resources for the establishment of top-notch infrastructure and training of the sports staff. The CSU wishes to acknowledge these efforts and congratulate the OC for the progress made. The CSU is therefore very satisfied with the current situation and is confident in the OC and believes the 24th WU will be a great success.

After the CSU report the Harbin Organising Committee was invited to presents its report. An overview was given of the work done so far and the OC presented a new promotional video about Harbin. After the coffee break Stavros Douvis, Chair of the Supervision Committee for the 25th Summer Universiade gave an update of the situation in Belgrade. Some changes occurred in the chart of the Organising Committee. However, the CSU had a meeting with the Prime Minister and they left with a positive feeling. Some of the venues are top-notch, but some need some refurbishments and the OC is slightly behind schedule. Therefore Mr. Douvis proposed a weekly supervision of the progress of the preparations.
Then the floor was given to the Belgrade OC to give an update of its activities. Neboljha Ilic, the new President of the Executive Committee of the Universiade 2009 and his staff gave an overview of the key milestones achieved by the OC. Due to political elections on all levels of administration, the OC has had some delay. However, a great deal of work in preparing the SU has been completed. The company UB2009 has been made stronger in terms of staffing, the number of people recruited is close to 100, and the projects have all been revised and made more efficient. Major test competitions were hosted with considerable success. The recruiting of volunteers is at full speed as more than 3,000 volunteers are already registered. An agreement with Eurosport was reached to broadcast 6 hours of competitions live during the Games for a minimum of 72 hours as well as monthly 5 to 7 minutes program of the preparations since September 2008 and this up to July 2009. It will consist of interviews with the key figures of Serbia and Belgrade, participants and members of UB2009, presentation of the venues, but also promote FISU and its role in developing the University Sport worldwide. This program will be broadcast every last Monday of the month in primetime.

The Erzurum 2011 WU OC delegates
After lunch the meeting continued with the report of the Supervision Committee for the 25th Winter Universiade chaired by Kairis Ulp. Mrs. Ulp gave an overview of the current situation. Then the floor was given to the Erzurum OC. Key steps made by the Erzurum OC were the following: the appointment of an event coordinator, the completion of a Master Plan and projects for event venues and facilities; the creation of a Preliminary Strategic preparation. The bidding process for 4 sport arenas as well as 4 outdoor arenas has started this month. The first ice rink, a 2,000-seating capacity venue, is finished for 95% and is due to open in December 2008.
Next the floor was given to the OC of the 2011 Summer Universiade in Shenzhen. Huang Guogiang, Deputy Secretary-General of the Shenzhen Municipality and the Director-General of the Executive Office of the Shenzhen OC presented the progress report of the OC. The past eight months witnessed smooth preparations and the OC, its Executive Board and the Executive Office of the Universiade are duly fulfilling their respective duties. The relevant sections of Shenzhen City and the Executive Office of the Universiade are taking actions in accordance with the Action Plan, guiding the whole preparation of the city. Construction of Universiade venues is in full swing and the sport events have been set up. The slogan of the Shenzhen Universiade has also been decided as well as the mascot ‘UU’ which are submitted to FISU for evaluation and approval. Meanwhile the OC has conducted a range of cultural activities which have greatly enhanced the citizen’s awareness of participation and inspired their support for the Games. The OC delegates also showed a very entertaining video clip about the new mascot. The FISU EC approved the mascot. Then the floor was given to Laurent Briel Director of World University Championships who gave an update of the WUCs so far. 2008 was a record-year of 29 championships.

The EC also attributed the 2010 WUC Woodball to the NUSF of Uganda. The end of the day Patrick Nally from Education Communication Media made a presentation to the EC to show how a relationship between FISU and UNESCO can create a beneficial partnership.
